Local government does not document because a form demands it, but because the facts have to be established by the authority itself and the reasons have to carry the decision later on. Yet exactly these texts are written between two appointments, out in the field and at the end of a long day. Scrypa Public starts there, in the moment after the appointment.

Built along the procedure

File note, site visit and hearing follow the points that Germany's Administrative Procedure Act sets out: establishing the facts of a case of the authority's own motion under Section 24, the opportunity to comment on the facts relevant to the decision under Section 28, and the reasons that carry the decision under Section 39. The templates are built around those points, not around free dictation.

Tested with departments

Terms, fields and templates are developed in exchange with building control, public order teams and citizen service centres. In pilot programmes we check together with department heads, data protection officers and staff councils whether the entries hold up to a request for file access and to an appeal.

Measurably lighter workload

In pilot projects we measure how much case documentation still happens after hours, how complete a note is after a site visit and how quickly it reaches the case system afterwards. The goal is more time for the facts of the case, transparently measured rather than claimed.
